CSPA files papers with Regional Board on Turlock Wastewater Facility re-licensing

January 5, 2009 -- Citing numerous problems with the proposed re-licensing permit for the City of Turlock Wastewater Treatment Plant, Bill Jennings, CSPA's Executive Director stated, "The regional board just doesn't get it. They have almost without pause, approved a continuous stream of waste water treatment re-licensing permits with little regard to the discharges from these facilities or the threat to both human life and damage to the environment. Turlock is the most recent example."

Like many of the other permits, CSPA found the proposed license deficient in the treatment of heavy metals, turbidity, suspended solids, an inadequate mixing zone, lacking a proper antidegradation analysis, oil and grease, harmful chemicals and the fact that the permit is in violation of the anti backsliding requirements.

CSPA has requested "designated party" status. If the State Water Resources Regional Board does not amend the license requirements, CSPA will file a petition with the State Board asking the board for review. Upon review, the State Board has the power to remand the permit to the Regional Board for compliance with current state and federal regulations.
