CSPA responds to North San Joaquin CD on Ground and Surface Water

November 15, 2009 -- CSPA has reaffirmed to the North San Joaquin Water Conservation District that injecting water from the Mokelumne River into an overdrafted groundwater basin cannot “replenish” groundwater. Far more water is taken out of the eastern San Joaquin groundwater basin every year than North San Joaquin proposes to put back in. North San Joaquin has developed no plan to begin correcting the overdraft, despite being asked to do so by the State Water Resources Control Board in a 2008 Water Rights Order.
 
The letter from CSPA to North San Joaquin is related to a water rights petition filed in 2009. CSPA protested the petition. CSPA does not believe that it is in the public interest to rely on already over-allocated surface water to correct groundwater overdraft. San Joaquin County and water users in the rest of the state must learn to live within their water means.
