Foothill Conservancy calls for attendance at this week's meetings on the Mokelumne River!

 

April 22, 2009 -- Please come to the meeting or meetings nearest you this week to oppose the expansion of Pardee Reservoir and support protection of the Mokelumne River. Or come to all of them. We need to keep up the highly visible opposition to the Pardee expansion!

Thursday, April 23

9 am: Amador Water Agency will consider a number of items that can harm the Mokelumne River and fuel growth. The agenda includes consideration of water supply to satisfy high growth-level draft general plans and a discussion of the IRCUP+ project, which at present includes the expansion of Pardee Reservoir. AWA staff wants the board to direct it to bring back an agreement between various water agencies to pursue the IRCUP. The agreement would involve EBMUD and no doubt continue the water-only focus to the exclusion of social, economic and environmental concerns -- the whole problem with the IRCUP now.
 
Thursday, April 23

6:30 Pm. The Plymouth City Council will consider adopting the Jackson resolution opposing the expansion of Pardee Reservoir. They've invited EBMUD to do a presentation. At the four presentations we've seen, EBMUD has said the expansion won't hurt local recreation because it will only flood part of the Electra run part of the year. They conveniently don't discuss the resulting bathtub ring or the loss of the Middle Bar Reach.

 Friday, April 24
 
8:30 AM  The Amador County Board of Supervisors will be meeting with EBMUD
County Administration Center, 810 Court Street, Jackson, CA 
1.      Pardee Dam Expansion:  Discussion and possible action relative to the proposed expansion of Pardee Dam and expansion of Pardee Reservoir as part of the East Bay Municipal Utility District 2040 water plan.
2.      Safe Harbor Agreement:  Discussion and possible action relative to a proposed Safe Harbor Agreement for East Bay Municipal Utility District Lands in San Joaquin, Amador and Calaveras Counties.
3.      Integrated Conjunctive Use Project (IRCUP):  Discussion and possible action relative to the subject project.
Pursuant to Government Code Section 54957.7, prior to convening into closed session, the Board will disclose in open session, during which time the public may be present, the item or items to be discussed in the closed session.  In the closed session, the legislative body may consider only those matters covered in its statement.  After closed session, the Board shall reconvene into open session prior to adjournment and shall make any disclosures required by Government Code Section 54957.1 of action taken in the closed session.  Nothing in this section shall require or authorize a disclosure of information prohibited by state or federal law.
 
If all matters are not completed, the Board will suspend closed session and open the public portion of the meeting at 9:00 a.m.  Any remaining closed session matters will be heard at the conclusion of the public portion of the meeting.

Meeting of the Upper Mokelumne Watershed Authority


1 pm, Pardee Center, SE of Pardee Dam

The Upper Mokelumne Watershed Authority is made up of counties, local water agencies, and EBMUD. The EBMUD directors need to hear from you.

-- Please come and speak during the items not on the agenda portion of the meeting. The two EBMUD reps on this board did not attend the local hearings and are considered to be in favor of the larger dam.

-- Don't leave after that, either -- the UMRWA board is looking at a work plan for next year that includes NO activity on conservation and NO activity for watershed protection or education. Water quality protection is one of the purposes of the organization, yet there's nothing in the draft work plan for that. The officials in the room need to hear that the time for focusing on water supply to the exclusion of conservation and watershed restoration is long over.

 -- The board will also discuss throwing its hat in the ring to obtain PG&E's land around Bear River Reservoir for dam expansion, a purpose totally contrary to what was intended when the Pacific Forest and Land Stewardship Council was formed.
