PFMC to Consider a Variety of Pacific Ocean Fishery Management Issues

Council Meeting Dates: September 7-12, 2008

August 15, 2008. -- The Pacific Fishery Management Council (Council) and its advisory entities will meet September 7-12, 2008, in Boise, Idaho to address issues related to groundfish, highly migratory species, Pacific halibut, salmon, and essential fish habitat.

Agenda

Key agenda items include Council action to:

Salmon Management

bulletEstablish final methodology review priorities for potential use in the 2009 salmon season.
bulletReview progress reports on 1) causes of the 2008 salmon failure and 2) the Central Valley salmon recovery plan.

Groundfish Management

bulletTake final action or adopt a preliminary preferred alternative for public review from the Amendment 22: Open Access Limitation Draft Environmental Assessment.
bulletAdopt a final groundfish essential fish habitat review process.
bulletConsider in season adjustments to the 2008 groundfish fishery.
bulletFinalize recommendations for 2009 exempted fishing permits.
bulletAdopt final Terms of Reference for 2009 stock assessments.

Highly Migratory Species Management

bulletAdopt proposed changes to the 2009-2010 management measures to be sent out for public review.
bulletRefine alternatives for amending the management plan for the high seas shallow set longline fishery (Amendment 2).

Pacific Halibut Management

bulletConsider proposed changes to the Pacific halibut catch sharing plan for 2009 and annual regulations.
bulletRecommend catch apportionment methodology to the International Pacific Halibut Commission.

Meetings of the Council and its advisory entities will be held at:

All meetings are open to the public, except a closed session to be held on Monday, September 8, from 8 am to 9 am, to discuss litigation and personnel matters. For more information on the meetings, refer to the Agenda or call the Council office at 503-820-2280 or toll free 1-866-806-7204.

Public Comment Guidelines

The public is encouraged to comment, either verbally at the meeting or in writing. Timing of agenda items may change as the meeting progresses, and items not completed on the scheduled day will be carried over to later in the meeting, usually the next day.

Oral Public Comments

bulletOral public comments will be accepted prior to action on each agenda item.
bulletComments on fishery issues not on the agenda will be accepted at the beginning of the day on Monday, September 8 (under Agenda Item B.1.a).

Written Public Comments

bulletThe public is encouraged to submit any written public comments as far in advance of the meeting as possible.
bulletComments received by 11:59 pm on August 20, 2008 will be included in the briefing books mailed to Council members prior to the meeting.
bulletComments received after August 20, 2008 but by 11:59 pm on September 2 will be distributed to Council members at the onset of the meeting. Comments received at the Council office on September 3 or later will not be distributed at the meeting, and will not be included in the meeting record.
bulletIf you cannot meet this latter deadline, but would like your written comments distributed to Council members at the meeting, please bring 40 three-hole punched copies to the meeting with the agenda item topic number in the upper right corner of the front page of each copy. Refer to the Agenda for the topic numbers.
