CSPA Appeals Grass Valley Wastewater Permit

July 13, 2009 -- CSPA filed a petition with the State Water Resources Control Board on July 12, 2009 appealing the wastewater discharge permit issued by the Central Valley Regional Water Quality Control Board (Regional Board) for the Grass Valley wastewater treatment facility. The permit was issued on 12 June 2009 and regulates the 2.78 million gallons a day of treated wastewater discharged from the facility to Wolf Creek, a tributary to the Bear River.
CSPA alleges that the adopted permit ignores numerous mandatory requirements of the federal Clean Water Act. Specifically, the permit contains misleading information regarding the receiving stream, backslides from previous permits and fails to include properly derived and legally defensible discharge limits for copper, lead, zinc, EC and aluminum.
The adopted permit is only the latest example of the Regional Board succumbing to pressure from dischargers and issuing inadequate permits that are not protective of fish and wildlife.
